Venezuela: U.S. Regime Change Documents Unearthed
Max Blumenthal is a well- known American author, journalist, and blogger. He has broken some interesting stories in the last few years and is well respected for not going with the MSM narrative. Here is another story that he breaks – but just before we get to that, here are some reports as a reminder from the MSM that describes from their perspective the situation in Venezuela.
CNN reports that “Crowds collect water from dirty streams, nurses pump ventilators by hand in darkened hospitals and charities struggle to feed children as Venezuela continues to suffer the dire effects of its most profound blackout in decades.”
The BBC reports that – “Each hour that passes without power in Venezuela brings more havoc and stress to a country already on edge. The blackout has lasted several days and with poverty levels already high and 40C heat.”
Everyone who reads TruePublica will know that as far as Venezuela is concerned a concerted regime change effort is well underway, designed and implemented by the United States.
We reported that the mainstream media were spewing out nothing more than fake news – we reported word-for-word what the UN Rapporteur really said about what is going on and he confirmed in his reports that the spiralling crisis there is all caused by America and its desire for regime change.
United Nations Rapporteur, Alfred de Zayas, has likened this to a “medieval siege” designed “to bring countries to their knees”. It is a criminal assault, he says.
We published John Pilger’s piece – ‘The war on Venezuela is built on lies‘ – a personal account of his experiences and knowledge – who concluded his report with:
“Should the CIA stooge Guaido and his white supremacists grab power, it will be the 68th overthrow of a sovereign government by the United States, most of them democracies. A fire sale of Venezuela’s utilities and mineral wealth will surely follow, along with the theft of the country’s oil, as outlined by John Bolton.”

Max Blumenthal brings some more evidence of the deadly regime change operation that America is bestowing upon yet another innocent country whose only crime was to serve their people not feed the US.
“A September 2010 memo by a US-funded soft power organization that helped train Venezuelan coup leader Juan Guaido and his allies identifies the potential collapse of the country’s electrical sector as “a watershed event” that “would likely have the impact of galvanizing public unrest in a way that no opposition group could ever hope to generate.”
The memo has special relevance today as Guaido moves to exploit nationwide blackouts caused by a major failure at the Simon Bolivar Hydroelectric Plant at Guri dam – a crisis that Venezuela’s government blames on US sabotage.”
The memo comes from one of the Global Intelligence files, hosted at Wikileaks. (pdf)
Blumenthal has unearthed evidence in the 5 million or so documents stored in the Global Intelligence Files. Here, the Center for Applied Non-Violent Action and Strategies (CANVAS), a Belgrade-based “democracy promotion” organization funded by the US government that has trained thousands of US-aligned youth activists in countries where the West seeks regime change is at the heart of this particular crisis.
This group reportedly hosted Guaido and the key allies fashioning them into a “Generation 2007” determined to foment resistance to then-President Hugo Chavez. The purpose was to sabotage his plans to implement “21st-century socialism” in Venezuela.
In the 2010 memo, CANVAS’s Popovic declared, “A key to Chavez’s current weakness is the decline in the electricity sector.”
Simon Bolivar Hydroelectric Plant was identified as a key infrastructure plant and population friction point. Referring back to a possible earlier attempt of regime change the CANVAS leader stated that “an opposition group would be best served to take advantage of the situation and spin it against Chavez and towards their needs.”
Blumenthal continues – “On March 7, just days after Guaido’s return from Colombia, where he participated in the failed and demonstrably violent February 23 attempt to ram a shipment of US aid across the Venezuelan border, the Simon Bolivar Hydroelectric Plant experienced a major and still unexplained collapse.”
The Venezuelan authorities have blamed a cyber-attack against the plant that caused the blackout.
How blatant does this regime change operation need to be? This blatant; At the Senate Foreign Relations Subcommittee, Sen. Marco Rubio explicitly called for the US to stir “widespread unrest,” declaring that it “needs to happen” in order to achieve regime change. “Venezuela is going to enter a period of suffering no nation in our hemisphere has confronted in modern history,” Rubio proclaimed.
Rubio even tweeted his delight that electric backup generators had failed – this before even the Venezuelan authorities knew themselves they had failed.
Guaido then declared, “the light will return when the usurpation [of Maduro] ends.” Like Pompeo, the self-declared president framed the blackouts as part of a regime change strategy, not an accident or error.
